Open Space and Trails Plan
Town of Canmore | January 2026 - PRESENT
Canmore is updating and consolidating two key documents guiding open space and trails planning: the 2015 OSTP and the Open Space Development Guidelines. This project brings together a wide range of interest holders and jurisdictions, including recreation organizations, tourism representatives, developers, the Province (currently advancing the area trails plan), local residents, environmental organizations, neighbouring municipalities, and Town departments. Through this engagement, the team is identifying current and future needs and opportunities, and translating those insights into a single, consolidated OSTP.
The work is also closely coordinated with two concurrent Town initiatives: the Land Use Bylaw update and the Integrated Transportation Plan, to ensure alignment and reduce duplication. FRANK is leading engagement design, facilitation, reporting, research, and policy analysis in collaboration with groundcubed.
Official Community Plan
City of Port Alberni | 2022 - PRESENT
The City of Port Alberni initiated a comprehensive update to its Official Community Plan, retaining FRANK to support the staff team with process design, community and interest-holder engagement, Indigenous engagement, communications, reporting, policy research, and the development of the draft OCP and DPA Guidelines. Since the project's inception, the team has navigated a range of internal and external changes, requiring a responsive, adaptive approach. Throughout the process, FRANK has collaborated with several agencies, including the Community Energy Association, rennie Consulting, Vancouver Island University, M! Communications, and ProACTIVE Planning. It is anticipated Council will consider the OCP by November 2026.

Village of Radium Hot Springs | April 2024 - April 2026
FRANK provided sub-consulting capacity for engagement, reporting and policy analysis as part of a comprehensive planning process. The project was led by Bluerock Planning and included ARC Engagement, Selkirk Planning & Design and Rynic Consulting.
Savary Island Community Plan

Provided engagement design, facilitation, and policy analysis to guide community planning for the island. Collaboration with Bluerock Planning and 4VI Group.
Housing Action Communication Strategy
Town of Canmore | July 2024 - May 2025
Developed a communications and engagement strategy to support implementation of the Town’s Housing Action Plan. Work included research, strategy, and content development in collaboration with M! Communications.
Official Community Plan
City of Revelstoke | 2020 - 2022
Led the development of a new Official Community Plan through extensive engagement, communication, and policy development. Collaboration with M! Communications and Urban Systems.
Powerhouse Road Park Concept Plan
City of Revelstoke | 2023
Designed and led engagement for a new community park concept plan, integrating local input into draft policy. Collaboration with 818 Studio.
Zoning Bylaw Amendments
City of Port Alberni | 2022
Delivered public engagement and technical bylaw review to support zoning bylaw updates.
